Foothills Insurance is a locally owned and operated independent insurance agency based in Seneca, South Carolina. Though we primarily serve the Upstate of South Carolina, we are licensed to write policies in South Carolina, North Carolina, and Georgia.

Vic Holley, CLU and agency principal, has been in the insurance and financial services industry for more than 25 years including nearly 15 years with Allstate as both a manager and an agent. He is a graduate of The University of South Carolina and earned his CLU designation from The American College. Vic is a member of Saint Mark United Methodist Church, is active in several civic and service organizations, is a past Scoutmaster and current Troop Committee Chairman for Boy Scout Troop 226 in Seneca, and is a proud member of both the Greater Seneca Chamber of Commerce and the Clemson Area Chamber of Commerce. Vic is married to Beth and has two children, Ryan and Anna. The Holley family currently resides in Wexford.

Shani Scott Marcengill is a sales producer and customer service representative. Foothills Insurance welcomed her in July 2011 after 22 years with the Don Scott Allstate Agency in Clemson. She and her husband, Tim, live in Walhalla.

Joe Cobb is an outside sales producer. He graduated from Seneca Senior High School in 1972 and from U.S. Naval Submarine School in 1974. He served in the U.S. Navy until 1979 Then he rejoined the family business and spent the last 32 years there before joining the staff at Foothills Insurance in March 2011. Joe attends St. Paul the Apostle Catholic Church in Seneca. He has 2 sons and 2 grandsons which makes his family complete with his wife, Janice, and daughter-in-law, Paige.

Rita Moore is involved with IT, marketing and administrative areas and has been a licensed insurance agent for 25 years. She is a graduate of Converse College with a degree in Marketing. Rita and her husband, Gene, have 3 sons and 4 grandchildren and are residents of Keowee Key.

Marsha Alexander is an outside sales associate with the Insurance Agency of the Foothills. She started her insurance career in 1993. Her background consists of personal and commercial insurance along with claims experience. She is the mother of two boys, Colton and Seth. They reside in Townville, SC.
